Hon Safia Nalule Juuko is a Disability Rights activist and a Ugandan Politician, who served as the National Woman Member of Parliament representing Persons with Disabilities from 2006 to 2021. Hajat Safia was born in Mawokota, Mpigi District to the late Mr. Lule Moses and Mrs. Nanyonga Jane Lule. She holds a First Class Diploma in Law from the Law Department Center, Makerere, and a Bachelor of Science Degree from Makerere University. She has a Master’s Degree in Human Rights from Makerere University, Kampala. She also holds a Certificate in International Leadership Skills Development for Persons with Disabilities from Oregon, USA. She has trained as a trainer in Business Management Skills by the International Labour Organization (ILO).

Work Experience

Hon Safia has been National Woman MP representing Persons with Disabilities from 2006 to 2021. She was also Commissioner Parliament of Uganda from 2019 to 2021. She also served as a Member of the National Taskforce on COVID-19, Member of Presidential Advisory Committee on Budget, Vice-Chairperson and one of the Founder Members of the Human Rights Committee of Parliament. Hon Safia also served as Commissioner to the Constitutional Review Commission representing Persons with Disabilities. She is the initiator of the Certificate of Gender and Equity Compliance in the Public Finance Management Act 2015. She initiated the idea of the Human Rights Checklist for Parliament to help the Institution to operationalize the provision of Article 4 of the 1995 Constitution. She is a Consultant on Persons with Disabilities in Water Sanitation and Hygiene and a Permanent Member of the World Water Week Summit which is annually held in Stockholm, Sweden. She is a Board Member of Amplify Change, United Kingdom. She is an Activist on Gender and Equity Budgeting and a Member of the National Gender and Equity Budget Task Force chaired by Ministry of Finance Planning and Economic Development. Hon Safia also served as a Councillor representing PWDs at Kampala City Council. She is a former Member of the Interim NRM Committee representing Persons with Disabilities in Kampala, former Development Worker at Action on Disability and Disability (ADD) and former Science Teacher at Mackay College Nateete. Hon. Safi Nalule is currently the Chairperson of the Equal Opportunities Commission.

Hon Safia has also authored a number of books which include:

  1. Disability and 50 Years of Independence 2012 – a Checklist and Guide to Understanding the Barriers Affecting Persons with Disabilities in Accessing Sexual and Reproductive Health Services.
  2. Reach All People in your Constituency – a guide to Members of Parliament on how to reach out to all people in their constituencies.
  3. CONSTITUENCY WORK DONE – in this book, she has been giving accountability to her Constituents (PWDs).
