EOC and ZHRC Strengthen Ties in Promoting Equal Opportunities and Human Rights

On the 18th February 2025, the Commission held a productive and insightful meeting with the delegation from the Zimbabwe Human Rights Commission (ZHRC) at our head offices in Kingdom-Kampala. Hon. Safia Nalule Jjuuko, Chairperson of the Equal Opportunities Commission (EOC), highlighted the importance of the Gender and Equity Management System (GEMS), which was developed to assist in the assessment of Gender and Equity Compliance. She elaborated on how the system supports the Commission’s core functions by providing a clear framework for evaluating deliverables, issuing certificates of Gender and Equity Compliance, and promoting equal opportunities for all individuals. The legal department of the EOC plays a crucial role in advancing the Commission’s mandate. Its responsibilities include receiving complaints from individuals and groups, conducting thorough investigations, and prosecuting cases in relevant tribunals. The department also reviews existing legislation and policies to assess their compliance with equal opportunities principles and advises Parliament on legal reforms that foster equality and inclusivity. As noted by Mr. Joel Cox, Vice Chairperson of the EOC, the department’s work is integral to ensuring justice and promoting a society free from discrimination. Commissioner Martin Mudura emphasized the significance of adopting the certificate of Gender and Equity Compliance. He pointed out the alignment of this process with the mandates of other key institutions, such as the Office of the Inspector General of Government (IGG) and the Uganda Human Rights Commission (UHRC). The collaborative efforts among these institutions aim to promote good governance, accountability, and the non-discriminatory treatment of all individuals, with particular attention to vulnerable and marginalized groups. Ms. Sandra Mayo, Deputy Director of the Zimbabwe Human Rights Commission, acknowledged the similarities between the mandates of the ZHRC and the EOC, particularly regarding investigations, analysis, and recommendations. She noted that while Zimbabwe does not have an Equal Opportunities Commission, it has established a Gender Equality Commission to address gender-related concerns. Ms. Mayo expressed interest in the EOC’s practices and highlighted the potential for mutual learning and collaboration between the two institutions. The meeting concluded with a shared commitment to fostering inclusive governance, protecting human rights, and exploring opportunities for continued engagement and knowledge exchange between the EOC and ZHRC in the pursuit of equal opportunities for all citizens.
